Influence. By identifying potentially impacted parties, we proactively position our clients to influence the outcome of the decision-making process by working with policymakers to gain support and minimize opposition.
Projection. We position our clients to effectively oppose legislation or governmental action by working with policymakers and other stakeholders to successfully articulate our client’s position and protect their interests.

Since 1998, Scott Kidner has been the principal of C.S. Kidner Associates Inc., a full-service government relations firm based in Dover, Delaware, representing clients with issues before all levels of federal, state, and local government.
Mr. Kidner's clients include those within the commercial/industrial real estate development community, gaming, pharmaceuticals, multi-family housing, private landowners, funeral services industry, along numerous trade associations. As a result of his years of experience in government relations, he has been appointed to study groups and task forces at the state level.
Previous to his work in Delaware's General Assembly and local government, Mr. Kidner worked for two privately held small businesses and numerous political campaigns. He worked both as a volunteer and in paid positions.
Mr. Kidner's Military Service: Upon graduation from the University of Denver with a BSBA, he received his Army Commission. He served on active duty and in the Delaware National Guard, with 14 years of military service. He was awarded his Parachutists Badge after Engineer Officer Basic Course, as well as several accommodations, including the Bronze Star (OLC) for service overseas during Desert Storm in 1991.
Mr. Kidner's Community Service: He is very engaged in Delaware's local community, having served on, or currently serving on many non-profit boards in leadership positions that include Rotary Club of Delaware, the Central Delaware Chamber of Commerce, Chairman of the Board of First State Military Academy, former Chair of the PTA for a local K-8 private school, and as Past-Chairman of the Advisory Council for USO Delaware here at Dover Air Force Base.
Mr. Kidner is a lifelong Delawarean. He and his wife reside in Delaware and have three sons.
